Even pigeon-friendly rescues may euthanize pigeons with suspected paramoxyvirus (pmv). If needed, you can care for the pigeon at home, or try to find a local pigeon rescuer who is able to help.
Neurological symptoms inlude spinning, dizziness, head twisting, head dropping, and difficulty walking.

concussion or head injury
or unconscious, twisted body, and breathing with beak open
A head injury from hitting a window or car can look like serious injuries elsewhere in the body. A concussion can temporarily cause a pigeon to look badly twisted in other areas of his body like his neck, back, wings, or feet. He may also be breathing with his beak open, or look asleep, limp, or "dead". A pigeon may be standing still and not moving, or have his head tilted or dropped. Concussions are a very common injury, and a broken neck or spine is a very rare injury.
Did you find the pigeon close by a glass window or a road?
If so, he will likely make a full recovery after sleeping for a couple days. Keep him in a cool place, or run a fan on the lowest setting near him.

canker
Canker is a common illness which may cause head twisting due to pain swallowing. In this case, the head twisting will only occur when the pigeon swallows food.
poisoning
Poisoning can cause neurological symptoms. Usually, the pigeon will either recover or die within a day of you finding him. Multiple pigeons in an area showing these symptoms may be a sign of poisoning.
Poisoning is often treated with activated charcoal, which is sold at pharmacies and health food or nutritional supplement stores
If a pigeon has eaten rat or mouse poison, rescue volunteers usually treat him with vitamin K. Multivitamins containing Vitamin K such as duravet are available at many pet supply shops and may be also available and chicken supply shops. Foods like soybeans are also high in vitamin K. Soy beans are also called edaname and are often sold in frozen bags at grocery stores
hand feeding
If a pigeon is not eating on his own, check his throat for canker. If it is clear, you can hand feed him using the peas and corn method.

paramoxyvirus, pmv, or newcastle disease
Pigeons with PMV can recover, but they will need long-term care, and they need to be seperated from other pigeons.

treatments
Some bacterial and fungal infections can cause the same neurological symptoms as PMV. Rest and immune support will help in all cases. Tips for PMV may still be helpful.

symptoms getting better and worse
It is normal if the pigeon seems to do better, then get worse, then become better again. Symtoms like spinning happen more when the pigeon is excited or scared.

recovery stories
"should i use antibiotics?"
Some rescuers have cured pigeons with chronic neurological symptoms by using antibiotics. Antibiotics will not cause recovery from a viral illness, like PMV.
Antibiotics are helpful for bacterial infections, but they may make fungal infections worse. If you choose to use antibiotics, watch the pigeon closely for to see if he gets better or worse. If the pigeon gets worse, stop using antibiotics because the pigeon probably has a fungal illness.
Prebiotics such as garlic and unpastuerized apple cider vinegar to restore healthy gut bacteria and general immune health .
